Solution :

Let the fraction is $\frac { X }{ Y }$

When Numerator is increased by 200% , then new numerator = $X+\frac { X*200 }{ 100 }$ = 3X

When Denominator is increased by 200% , then new Denominator = $Y+\frac { Y*200 }{ 100 }$ = 3Y

$ \frac { 3X }{ 3Y } =2\frac { 4 }{ 5 } =\frac { 14 }{ 5 } $

=> $ \frac { X }{ Y } =\frac { 14 }{ 5 } $
